Abstrakt

Cel: Celem artykułu jest ocena działalności państwowych funduszy majątkowych krajów członkowskich Unii Europejskiej oraz wskazanie ich mocnych i słabych stron.

Metodyka badań: W pracy zastosowano autorski wskaźnik oceny państwowych funduszy majątkowych (wskaźnik SWF), a także analizę informacji i danych dotyczących funduszy oraz analizę porównawczą.

Wyniki badań: Działalność państwowych funduszy majątkowych krajów członkowskich UE oceniono umiarkowanie pozytywnie. Zidentyfikowanymi w analizie mocnymi stronami funduszy są ich podstawy instytucjonalne, zarządzanie organizacją (governance) oraz zarządzanie portfelem inwestycyjnym. Słabe strony to realizacja celów środowiskowych, społecznych oraz etycznych, a także wspieranie polityki gospodarczej.

Wnioski: Państwowe fundusze majątkowe powinny podjąć działania mające na celu poprawę ich funkcjonowania w zakresie słabo ocenionych obszarów. W tym celu mogą oprzeć się na zidentyfikowanych w artykule dobrych praktykach.

Wkład w rozwój dyscypliny: Próba kompleksowej oceny działalności państwowych funduszy majątkowych krajów członkowskich UE.
